This is a traditional wet fly from Dave Hughes American Fly Tying Manual.
Black thread base
Three wraps of gold tinsel down hook bend and three wraps back to thread base
Three or four fibers from scarlet hen hackle tied in for tail
Four or five peacock herls, twisted into a rope with a dubbing loop, and wrapped around the hook shank for the body; the thread in the rope makes the herl more durable
Grizzly hackle behind the eye, three or four wraps
Whip finish and head cement
