A heavy deer hackle will make this a bouyant fly
Lay down a base of thread; claret is used in the example as it best approximates both the tag and the head in the illustration without needing to change thread or tie in different color for the tag.
Thread wrap a tag; spiral wrap thread to mid point of shank
Tie in the body material; orange rod tying string was used in the example, but any tight orange body material will work; touching wrap forward leaving plenty of room for the spun deer hackle and head
Stack a pinch of brown deer hair; trim to 2x gape plus about 1/3; tie butt ends in with two loose wraps at forward end of body with the 2x gape length forward over the eye
Pull thread tight to spin hair on hook shank; add securing wraps and “weave” thread through hackle to front of hook behind eye
Pull back on hair to clear eye and create the hackle; thread wrap tight against the hair making the hair lean back over the shank
Wrap the head; whip finish; head cement.
