This fly is illustrated by Charles Orvis in Favorite Flies and Their Histories (1892) by Mary Orvis Marbury.

It was most likely fished as a dry fly, but could be tied as a wet or soft hackle wet.

Lay down a base of black thread; build a black thread tag and take thread to an eye length behind eye.
Tie in three (or appropriate for hook size to build a full body) Peacock herl, and thread wrap to just before tag
Create a herl rope; touching wrap the herl back to tie in point; tie off and clip extra
Whip finish or half hitch the black thread and cut thread
Tie in red thread between eye and body
Tie in a brown hackle feather; wrap the front hackle; tie in and clip extra
finish wrapping a read head; whip finish; head cement.
